A bird figure without wings.

I am looking for an action figure, that is a bird. But it stands on two legs, just like a person, has two arms, a yellow beak, but no wings. It does have black spots on its back where it's wings are, but they are part of him, they are not seperate wings.

He may be from the power rangers tv show, but I am not sure.

Can anyone help?
